Mr. Lockaby’s primary areas of practice include public-private partnerships, infrastructure, affordable housing, public finance/bonds, and economic development.


Experience

  • Advising clients in the areas of infrastructure, land use, economic development, and public finance
  • Assisting clients with infrastructure projects including internet and telecommunications, water, sewer, stormwater, roads, and municipal electrical systems
  • Representing clients in the areas of public procurement, construction, and public-private partnerships (P3s)
  • Working with local leaders on projects to bring investment and desirable employment to communities as well as on redevelopment projects such as brownfields areas and Community Development Block Grants
  • Developing, enforcing, and defending land use actions in Virginia state court
  • Working with municipal financial advisors to structure public finance transactions and working as issuer’s counsel and/or bond counsel to close transactions
  • Litigating local tax cases in circuit courts, before the State Tax Commissioner, and at the State Corporation Commission
  • Serving as Outside General Counsel to Southside Network Authority; Economic Development Authority of Amherst County, Virginia; and the Town of Bedford Redevelopment and Housing Authority
