Mr. Jarrell’s primary areas of practice are corporate, real estate, title insurance, economic development, and public finance.


  • Advising business clients in all life cycles of their business, from entity formation to succession planning
  • Preparing organizational governance documents for for-profit and nonprofit corporations
  • Representing clients in commercial and residential secured transactions including residential and commercial title due diligence, title insurance, loan documentation, and closing services
  • Assisting clients in transactions involving public and private project finance, including the issuance of taxable and taxexempt bonds
  • Assisting clients in establishing Tax Increment Financing and Community Enhancement Districts
  • Advising state and local governments on compliance with the 2021 American Rescue Plan Act (ARPA)
  • Assisting clients in qualifying for Tourism Development Act tax credits
  • Assisting public entities with expanding broadband service in their communities
  • Advising developers and others on development issues involving renewable energy projects
  • Advising clients how to invest in opportunity zones
  • Representing medical cannabis organizations in applying for permits and establishing operations
  • Serving as counsel to an economic development authority negotiating an incentive package for the construction of a $40 million manufacturing facility
  • Acting as closing and title agent in a multi-party transaction involving commercial real estate used to dispense medical cannabis
  • Serving as local counsel for the developer on a $15 million historic rehabilitation project involving New Market Tax Credits and Historic Rehabilitation Tax Credits
