Ms. Cecil's primary areas of practice are public and project finance, commercial lending and general corporate law.

  • Serving as bond counsel, underwriter's counsel and issuer's counsel in public and governmental financing, primarily involving tax-exempt bonds
  • Drafting documents in connection with the financing and development of infrastructure and economic development projects, including tax increment financing
  • Performing due diligence in connection with commercial transactions
  • Preparing written post-issuance compliance procedures for issuers and borrowers of tax-exempt bonds and reviewing documentation for post-issuance compliance monitoring
  • Advising clients on entity formation, contracts and general business and commercial law matters
