Mr. Naum's primary areas of practice are utility law, energy law, and communications law.

  • Representing various large commercial and industrial clients in electricity, natural gas, water and wastewater proceedings before the Pennsylvania Public Utility Commission, Public Service Commission of West Virginia, and Federal Energy Regulatory Commission
  • Representing individual commercial and industrial clients in utility rate negotiations, third-party utility contracts, and energy efficiency matters
  • Representing natural gas producers and utilities in pipeline and other regulatory matters
  • Assisting in development of the large commercial and industrial litigation position in landmark Pennsylvania Act 129 Energy Efficiency and Conservation Plan proceedings
  • Assisting in development of a comprehensive strategy for the replacement and rehabilitation of the water and wastewater infrastructure throughout Pennsylvania in conjunction with the Pennsylvania Statewide Water Infrastructure Task Force
