Spilman Taps Jarrell to Lead Public & Project Finance Practice

Morgantown, W.Va. — Spilman Thomas & Battle (Spilman) announced that Joshua L. Jarrell has joined the law firm as a partner in its Morgantown office.

With 13 years of experience, Jarrell will lead Spilman's public and project finance team. He also practices in the areas of corporate law, real estate law, title insurance, broadband development, and economic development.

Jarrell has extensive experience assisting clients in transactions involving public and private project finance, including the issuance of taxable and tax-exempt bonds. He has helped clients establish Tax Increment Financing and Community Enhancement Districts and qualify for Tourism Development Act tax credits.

Jarrell advises clients in all life cycles of their business, from entity formation to succession planning; prepares organizational governance documents for for-profit and nonprofit corporations; and represents clients in commercial and residential secured transactions, including residential and commercial title due diligence, title insurance, loan documentation, and closing services.

From 2013 to 2018, he served as Deputy Secretary and General Counsel to the West Virginia Department of Commerce.

Jarrell also advises state and local governments on compliance with the 2021 American Rescue Plan Act, assists public entities with expanding broadband service in their communities, and assists developers and others on issues involving renewable energy projects.

He is a member of the Morgantown Area Partnership and the Monongalia County Bar Association.
