Former Pa. Gaming Control Board Commissioner Joins Spilman Law Firm

Harrisburg, Pa. — Spilman Thomas & Battle (Spilman) announced that Annmarie Kaiser, former Commissioner of the Pennsylvania Gaming Control Board, has joined the law firm, further strengthening the firm's team in Pennsylvania.

At Spilman, Kaiser will focus on government relations, regulatory compliance and gaming law.

"Annmarie will be a fantastic addition to our team, particularly with regard to our Pennsylvania government relations and gaming law services," said Derrick Price Williamson, Member in Charge of Spilman's Harrisburg office.

In addition to serving as Commissioner for the Pennsylvania Gaming Control Board, Kaiser also previously served as the Secretary of Legislative Affairs for the Governor and as Director of Legislative Affairs for the Pennsylvania Attorney General.

"I have known and worked with Annmarie for a number of years, and I have been consistently impressed with the quality of her work, her advice and her character," said former Pennsylvania Governor and Attorney General Tom Corbett.

"When she and I worked together in my administration, she helped me to achieve important legislative accomplishments, such as historic education and tort reforms. She was a key member of both the AG's office and the governor's office during my tenures and went on to succeed at the Gaming Control Board. I am thrilled to be working with her again at Spilman," Corbett continued.

Kaiser's experience includes drafting legislation related to criminal justice issues, antitrust law, environmental law, gaming, education, energy, insurance and budget matters. She has prepared and presented written testimony before the Pennsylvania General Assembly.

"Navigating the Pennsylvania General Assembly and Pennsylvania state agencies can be a challenging experience, but we are confident Annmarie's knowledge and networking abilities will demystify this process for our clients," Williamson added.

Kaiser gained unique insight into the inner workings of regulatory oversight of the Pennsylvania gaming industry during her tenure as Commissioner. This insight provides the basis to assist casinos with regulatory compliance.

"As gaming in Pennsylvania continues to expand, it is imperative for gaming businesses to have guidance from someone with the requisite knowledge and experience to carefully navigate state regulations," Kaiser stated.

Most recently, Kaiser served as Administrator for Dauphin County Social Services for Children and Youth. Brought in to address regulatory compliance issues, she and the management team worked collaboratively with the Pennsylvania Department of Human Services to restore the organization to full licensure.

Kaiser earned her undergraduate degree in political science from Loyola University and her law degree from Widener University. She is involved with the Pennsylvania Breast Cancer Coalition and serves on the Board of Directors for the Widener University Commonwealth Law School Alumni Association.
